I have one particular hose tap that OFTEN but not necessarily always sounds like a constant siren when it first activates. This is the setup I have:
    1. Building faucet
    2. Backflow Preventer
    3. 4-way splitter
    -1.
    –a. BHyve timer
    –b. pressure reducer (50)
    -2.
    –a. BHyve timer
    –b. pressure reducer (25)
    -3.
    –a. Empty
    -4.
    –a. Regular hose

When the first timer (#3, 1, a) turns on, it nearly always does the siren sound. I’ve found that releasing the empty tap (#3, 3) for a moment makes the sound go away.

Also, the backflow valve REALLY seems to be working on this, as I’ve noticed when the washing machine is running (at or near the same time as the timer), the backflow spurts every few seconds.

    I probably don’t know what I’m doing. 🙁 What’s up with this siren-like noise?

Hello Winkyboy, try putting your pressure regulator after the backflow preventer, and see what happens. It sounds like the diaphragm isn’t fully opening.
