Couple of things:

Stuck Valve
Bluetooth

Stuck valve – what valve body is it? How is it assembled, is it PVC, is it blue flex… Was it glued, was it screwed, where is your backflow preventer? A stuck valve can be from Glue Goop, dirt, debris, or poorly made valve body. I would pull the valve and check for all of that. If this is new construction it could be trash or something stuck in that valve OR low amperage getting to the valve from the transformer. How far is the control wire from the Valve body from the B-Hyve? If youre running it 600′ away that might be an issue depending on the wire awg and how much power youre actually getting. Check it with a meter.

Bluetooth – This is just for initial setup of the device to get it on wifi, it doesnt really have any control over the Timer. It needs internet access to be controlled, when you set it up you have to have an account with Orbit that ties the timer to your home. Your app logs in to their servers to issue commands to your timer.
